Directive for Application, Admission and Registration of International Students to Kocaeli University

INTENT AND EXTENT
Article 1-
The aim of this directive is to designate the criteria for application, admission and registration of international students to the undergraduate programmes and two-year degree programmes whose quotas are approved by the Council of Higher Education.

GROUNDS
Article 2-
This directive is based upon:
a) Law No. 2922 on Foreign Students Studying in Turkey, dated  14.10.1983
b) Regulation No. 18740 on Foreign Students Studying in Turkey, dated 30.04.1985
c) The Council of Higher Education document, dated 01.07.2003, numbered  1296-14245
d) The Council of Higher Education document dated 19.02.2010, numbered 06-383-3269 and 06-383-3270
e) The Council of Higher Education document dated 27.01.2010, numbered 06-800-6165
f)The Council of Higher Education document dated 23.03.2010, numbered 06-1489-10212

GENERAL PRINCIPLES

Article 3- The applications of:

A) On condition that they are either high school graduates or are studying their last year in high school;
1-Foreign citizens,

2- The children of ex-Turkish citizens that renounced their citizenship by the permission of Ministry of Internal Affairs and their under-age children, recorded on the renouncement of Turkish citizenship document, that have a document proving that they are entitled to the rights regarding to Law No: 5203,

3-Those, that are foreign citizens by birth and later acquired Turkish citizenship,

4-Those, holding the citizenship of the Republic of Turkey and who have completed the last three years of their high school education in a foreign country except TRNC,

5-Those who are holding the citizenship of Turkish Republic of Northern Cyprus and who finished their entire high school education in TRNC and have GCE AL
will be accepted.

 

B) The applications of:

1-Turkish citizens,  (except those who have completed the last three years of their high school education in a foreign country except in TRNC)

2-TRNC citizens (except those who have completed their entire secondary school education in TRNC and have GCE A/L result),   

3-Students with dual nationality one of which is Turkish, (except the students who have completed the last three years of their high school education in a foreign country except in TRNC)

4-Students with dual nationality one of which is TRNC (except those who have completed their entire secondary school education TRNC and have GCE AL result),   

5-Turkish citizens who have completed their entire high school education  in TRNC

will not be accepted.

APPLICATION

Article 4- Information regarding to the applications is posted on the official website of Kocaeli University. Applications should be submitted to the Kocaeli University Registrar's Office either in person or by post during the specified period. Delays in post are not taken into consideration. Likewise, those submissions that are made via internet will not be accepted. Those departments and schools that require a Special Skill Exam will announce the requirements and the applications to these departments will be submitted in person, only.

4.1. Documents Required for the Application:
1-Application Form for International Students. Applicants fill in only one form, even in the case of applying different programmes in the different schools and the faculties of the University. (the application form is posted on the website of Kocaeli University and it can be obtained from www.kocaeli.edu.tr)

2-Notarized or Consulate Certified Turkish Copy of the High School Diploma: The photocopy of the original and the certified Turkish translation and a document certifying that the diploma is equivalent to a Turkish High School Diploma is required.

3-Official Transcript: The official transcript sealed and approved by the High School showing the applicant's high school courses and grades and a notarized or consulate certified translated copy of it (in case of the transcript being in another language other than Turkish).

4-Approved Copy of the Exam Result of the exams listed below:

a-)In the SAT I, a total score of at least 1000 out of 1600 in the combined “Critical Reading” and “Math Reasoning” tests and at least 550 “Math Reasoning” score,
b-)ABITUR with a score of at least 3 (For School of Medicine and Dentistry at least 2),
c-)MATURA with a score of at least 3 (For School of Medicine and Dentistry at least 2),
d-)TCS with a score of minimum 60 in the Basic Learning Skills Test. The score of Turkish Test is not taken into consideration in the evaluation,
e-)GCE (A Level), at least three A level scores, one of which is received in the particular subject area of the program applied for,
f-)ACT examination, a minimum score of 24 in Mathematics, Science Reasoning and Composite,
g-)In the Tawjih examinations given in Jordan and Palestine, a minimum average of 90 points in all courses in the Scientific Stream,
h-)In the Baccalaureate Libanais examinations given in Lebanon, a diploma score of at least 15 in the Scientific Stream,
ı-)An International Baccalaureate diploma with a diploma score of at least 30, 
j-)In the Syrian Al-Shahada- Al Thanawiya examination (Baccalaureate), a score of at least 240 in the Scientific Stream for the School of Medicine, a score of at least 190 for the School of Dentistry and the Faculty of Engineering and a score of at least 175 for the other departments.
k-)A French Baccalaureate diploma with a diploma score of at least 12,
l-)In the Gao Kao examination of the People's Republic of China, a score of at least 540 out of 750
m-)In the Indonesian UAN exam,  for the School of Medicine, the School of Dentistry and the Faculty of Engineering, a minimum score of 50, for the other departments a minimum score of 45,
n-)In the TQDK examination given in Azerbaijan , a minimum score of  500 out of 700 in the subject of specialty,
o-)In the West African Examinations Council - (International) Senior School Certificate examination (WAEC - SSCE), a maximum score of 2 in each of the six subjects, and a maximum total score of 9 from the same six subjects.

    1. The Validity Period of the Documents

a-)The application of those applicants that have an exam result document that is not among the listed above, will be evaluated by a committee appointed by Kocaeli University

b-)There will be no limitation for the validity period of the Baccalaureate exams such as ABITUR, International Baccalaureate, GCE, Tawjihi which are proposed and approved for the application assessment for the admission of the international students to the institutions of higher education by the Council of Higher Education. However, the results of the university entrance examinations such  SAT, TCS are valid for two years.

            It is announced by the Registrar’s Office on the Kocaeli University website.

THE EVALUATION OF APPLICATIONS

Article 5- The evaluation of the results, the placement of the candidates is at Kocaeli University's sole discretion. Kocaeli University has the initiative of not filling the quotas. Meeting the application criteria does not guarantee admission to the programs. The placement of the candidates is done by a commission appointed by Kocaeli University. The applications to those departments and schools that require a Special Skill Exam will be submitted in person. The evaluation of the applications to those departments that require a Special Skill Exam will be done in accordance with the criteria set for the Special Skill exams by the Council of Higher Education.

Turkish Language Requirements

Article 6-

1-The Turkish language level of the students is determined by a Turkish language test given by the Turkish Language Department of our university. Those students who fail the test are given a year of absence and they can start their program in the following year, after presenting a document certifying their success in the exam given by TÖMER or in the exam given by the Turkish Language Department of our university at the start of the academic year.

           1.1The Turkish level of the student placed by TCS are determined according to the criteria  below:

                        A Level : Proficient in the Turkish Language and is qualified for registration.
B Level : Not proficient in the Turkish Language but can be proficient in a short time.                            Qualified  for registration providing that the student attends Turkish Language courses.
C Level : Not proficient in the Turkish Language. The student can start the programme                          after a year (1) of Turkish language education.

            Those students with Turkish Level B and C can start their programme on condition that they     pass the Turkish exam at the start of the academic year. (Those, who present a TÖMER    document are considered proficient). The students who fail the exam, are given a year of     absence in which they are expected to improve their proficiency and they can start their       programme in the following year, after presenting a document certifying their success in the     exam given by TÖMER or in the exam given by the Turkish Language Department of our             university at the start of the academic year.

1.2 The students who applied with the exam results other than TCS can start their programme   after the registration, on condition that they pass the test given by the Turkish Language   Department of our university. The students who fail the exam, are given a year of        absence in which they are expected to improve their proficiency and they can start their          programme in the following year, after presenting a document certifying their success in the   exam given by TÖMER or in the exam given by the Turkish Language Department of our          university at the start of the academic year.

The Language of Instruction:

Article 7-  The language of instruction is Turkish at Kocaeli University. The students that apply for the programmes with a compulsory English Preparatory Programme take the English Proficiency Test given by Kocaeli University, The School of Foreign Languages. The students who fail the English Proficiency Test will have to attend to compulsory English Preparatory Class and providing that they are successful, they start their programmes at the start of the following academic year.

 

 

RESULT ANNOUNCEMENTS
Article 8- The results are announced at the Kocaeli University website and the accepted students will also receive their acceptance letters through regular post. The students will use this acceptance letter to get a student visa from the nearest Turkish Embassy or Consulate.

REGISTRATION

Article 9- The registration will be done by Registrar’s Office.

Required Documents for Registration:

1-)Copy of the high school diploma  certified by the Turkish Embassy
2-)Equivalency document, approved by the Ministry of Turkish Education or the Turkish Embassy or Consulate in their country, certifying that the high school diploma of the student is equivalent to a Turkish High School Diploma.
3-)Official high school transcript and its Turkish translation approved by the Turkish Embassy or Consulate in their country.
4-)Original copy of the Exam Result and its Turkish translation approved by the Turkish Embassy or the Consulate in their country .
5-)The  Turkish Embassy or Consulate Certified Turkish Copy of the identification pages of the passports
6-)Bank receipt of Semester Tuition Fee (The amount is established by the Council of Ministers at the start of every academic year)
7-)A document proving that the student has enough financial funds to study and live in Turkey during the duration of their studies. (The amount is announced at the university website)
8-)A Student Visa issued by the Turkish Embassy in their country
9-)TOEFL exam report (optional)
10-)TÖMER exam report (optional)
11-)Tax Identification Number (it can be acquired at any Tax Office in Turkey)
12-)Four (4)  coloured photographs (4x6cm)

Education
Article 10- International students are subject tothe provisions ofKocaeli University Directive for students of Associate Degree or Bachelor Degree.

Effective
Article 11- This directory is effective after it is approved by the Senate of Kocaeli University.

Execution
